Senate Bill 5034, Engrossed Substitute Senate Bill 5034: Making 2013-15 operating appropriations. Passed the House April 12, 2013 by a vote of 54-43.
This bill makes appropriations for the 2013-15 biennial state operating budget, as well as supplemental appropriations for the current 2011-13 biennium. The House version’s total budget is $34.5 billion, compared to $33.3 billion in the Senate version. K-12 Education funding, as mandated by the McLeary court decision is $1.2 billion in the House, $1.0 billion in the Senate. The House increases Higher Education funding by 5 percent, while the Senate decreases state funding by 3 percent. The House budget makes various temporary taxes permanent and increases certain B&O taxes, while the Senate does not.
