Snohomish County Sheriff’s Office issues transient level III sex offender notification

The Snohomish County Sheriff’s Office is notifying the public of a Level III sex offender who is transient and has moved to the county.

The Snohomish County Sheriff’s Office is notifying the public of a Level III sex offender who is transient and has moved to the county.

Kevin Scott Miller is a 45 year-old male who was convicted of two counts of aggravated sexual assault in Canada. In the first incident, he picked up a 14 year-old girl who was walking down a road, strangled her with a rope and sexually assaulted her.

In a second incident, he befriended an adult woman he met in a nightclub, took her into a secluded area, strangled her with a rope and physically assaulted the woman.

Miller recently entered the United States and has a non-extraditable arrest warrant from Canada.

He is not on active supervision and his only requirement is to register as a sex offender, which he has done in both Snohomish and Whatcom counties.
